Tianjin Declaration of the 2026 Legislators Forum for Friendly Exchanges

The 2026 Legislators Forum for Friendly Exchanges was held in Tianjin on October 13, 2026. Present at the forum were 66 legislators and former legislators from 52 countries, regions, and international organizations across five continents, as well as 27 deputies to China's National People's Congress and people's congresses at the subnational level. H.E. Zhao Leji, Chairman of the Standing Committee of the National People's Congress of China, held a group meeting with participants of the forum in Beijing. H.E. Peng Qinghua, Vice Chairman of the Standing Committee of the National People's Congress of China, attended the forum and delivered a keynote speech.

The forum, themed "Sharing High-Quality Growth for a Sustainable Future," features discussions on topics such as grassroots governance and social resilience, industry-education integration and new quality productive forces, cultural inheritance and urban renewal, and green development and regional coordination. "Dialogue with European Legislators" and "Global South Legislators Dialogue" were also held at the forum.

As the host of the forum, the Chinese side summarizes the main viewpoints of the participants as follows:

1. The legislative bodies of all countries should deepen dialogue and cooperation, pool the strength of public opinion, and translate the people's aspirations for a better life into concerted actions for world peace and development, thus making contributions to the economic and social development of their respective countries and to world peace, stability, and prosperity.

2. The participants commend the Belt and Road Initiative and the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative proposed by China. The participants believe the above-mentioned four global initiatives have contributed Chinese wisdom and strength to resolving global development challenges, addressing international security challenges, promoting exchanges and mutual learning among civilizations, and reforming and improving global governance. The participants call for jointly practicing true multilateralism, opposing hegemonism and power politics, and working together toward a community with a shared future for humanity.

3. The participants highly appreciate the strategic foresight and great consistency demonstrated by China's 15th Five-Year Plan for economic and social development and speak highly of the development achievements of the Chinese modernization. The participants support China in continuing to expand high-standard opening up and in sharing opportunities and pursuing common development with countries around the world.

4. The participants fully recognize China's efforts in promoting the comprehensive green transition of economic and social development, appreciate the practical experience of the Beijing-Tianjin-Hebei region in coordinated regional environmental governance, and look forward to further strengthening strategy alignment, exchanges and cooperation on green development to support the sustainable economic and social development of various countries.

5. The participants support countries in actively exploring social governance models suited to their respective realities, advocate social governance aimed at improving people's well-being and enhancing social resilience, and encourage countries to strengthen exchanges of experience in grassroots governance and jointly uphold democracy, the rule of law, equity, justice, security, and stability in society.

6. The participants believe the authority of U.N. General Assembly Resolution 2758 must be upheld. There is but one China in the world, Taiwan is an inalienable part of China's territory, and the Government of the People's Republic of China is the sole legal government representing the whole of China.

7. The participants fully recognize Tianjin's achievements in economic and social development, and appreciate the wisdom and experience demonstrated by Tianjin in invigorating grassroots governance, fostering new quality productive forces, promoting innovation in traditional culture, and advancing green development.

8. The participants fully recognize the positive role the forum has played since its inception in promoting exchanges between Chinese and foreign legislative bodies, deepening mutual learning, enhancing the well-being of the people, and jointly building a better world. The participants express appreciation to the Chinese side for the warm hospitality accorded to them during the forum, and welcome the convening of the next forum in China in 2027.
