On June 20, 2016 local time, President Xi Jinping and President Andrzej Duda of Poland attended the opening ceremony of the Silk Road Forum and China-Poland Regional Cooperation and Business Forum together in Warsaw. Xi Jinping delivered an important speech entitled "Join Hands to Create a Better Future", stressing to jointly build the "Belt and Road" through consultation, promote regional economic prosperity, safeguard world peace and stability, conform to the trend and comply with the common aspiration of people. The Silk Road spirit should be carried forward so that we can jointly create and enjoy a bright future.
Xi Jinping pointed out that since the "Belt and Road" initiative was proposed three years ago, it has received active responses from countries along the route and made evident progress. This shows that the spirit of mutual learning, mutual benefit and win-win results has been inherited for centuries, and the faith of peace, cooperation, openness and inclusiveness has stretched long and unbroken for miles. As the national conditions, development stages and culture of countries along the route differ from one another, it is important to respect each other and live with differences during co-existence, and to help the poor as well as the disadvantaged and develop in balance while working together. The "Belt and Road" construction is the joint cause of countries along the route, which requires joint efforts of all countries to well cooperate, develop and share.
Xi Jinping pointed out that Polish people are good friends and partners of the Chinese people. The friendship between the two countries enjoys a time-honored history. At present, both sides are willing to push forward prosperity of regions along the "Belt and Road", and make it play a greater role in regional cooperation. Xi Jinping put forward five suggestions on the construction of the "Belt and Road" initiative, cooperation between China and Central and Eastern European countries (CEEC), and China-Poland cooperation.
First, we should make concerted efforts to set China-Poland cooperation as a model of the "Belt and Road" cooperation, so as to drive forward overall regional cooperation.
Second, we should highlight key areas and give priority to economic and trade cooperation. Both sides should jointly push forward the construction of China-EU trade and investment mechanism, elevate the level of trade and investment liberalization and facilitation, and integrate Europe's advantage in advanced technology, China's advantage in production capacity, and Poland's advantages in location and talents, so as to create a new trade center and economic growth pole.
Third, we should cooperate closely to promote a closer integration of China-CEEC cooperation with the "Belt and Road" construction, so as to build a long-lasting and practical China-CEEC cooperation.
Fourth, we should optimize the mechanism to forge a synergy from local governments, enterprises and other civil organizations. Local governments of China and Poland should continue to strengthen communication, and build more and better connection for local enterprises and other civil organizations, so as to expand practical cooperation in all fields and consolidate the public opinion foundation for China-Poland friendship.
Fifth, we should let wisdom prevail and strengthen the leading and supporting role of think tanks. Research on the construction scheme and routes of the "Belt and Road" should be intensified to well advise and assist governments in planning integration, policy coordination and mechanism design, and act as a good bridge and bond for spreading ideas, interpreting policies and understanding public opinion.
Xi Jinping stressed that China has the confidence and capability in maintaining a medium-to-high growth speed of economy, and welcomes other countries to board on the Chinese train of rapid development. We should join hands, cooperate with sincerity and carry forward the Silk Road spirit, so as to build a community of shared interests, shared responsibility and shared destiny at an early date and jointly create and enjoy a bright future.
President Andrzej Duda and Prime Minister Beata Szydło of Poland expressed in their speeches that the Silk Road connects Europe with Asia in the history and at present. In favor of the "Belt and Road" initiative, Poland has taken the lead in the Central and Eastern European region in joining the Asian Infrastructure Investment Bank, and has actively contributed to Europe-Asia cooperation. The connection between the Silk Road and the Amber Road will play an important role in promoting security and prosperity in Europe and Asia. During President Xi Jinping's current visit to Poland, a comprehensive strategic partnership between China and Poland has been established, which will further stimulate greater potential for bilateral cooperation in such fields as economy, trade, science and technology, as well as at local levels, and will better benefit the two countries and two peoples.
