Remarks by the Spokesperson of the Chinese Mission to the EU on the Speaker of the US House of Representatives Nancy Pelosi's attempt to visit China's Taiwan region

In response to Speaker of the US House of Representatives Nancy Pelosi's attempt to visit China's Taiwan region, the Chinese side has recently and repeatedly made its firm opposition and strong position very clear to the US side at various levels. Should Pelosi insist on making the visit, it would be a major event upgrading the substantive relations between the US and Taiwan and would send a very wrong signal to "Taiwan independence" separatist forces. It would be a serious violation of the one-China principle and the provisions in the three Sino-US joint communiqués. It would deal a serious blow to the political foundation of China-US relations, seriously infringe on China's sovereignty and territorial integrity, and seriously undermine peace and stability across the Taiwan Strait.

There is but one China in the world, Taiwan is an inalienable part of China's territory, and the Government of the People's Republic of China is the sole legal government representing the whole of China. This is at the core of the one-China principle, and has become the consensus of the international community and a basic norm in international relations. In October 1971, the 26th session of the United Nations General Assembly adopted Resolution 2758, which decided to "restore all its rights to the People's Republic of China and to recognize the representatives of its Government as the only legitimate representatives of China to the United Nations, and to expel forthwith the representatives of Chiang Kai-shek from the place which they unlawfully occupy at the United Nations and in all the organizations related to it ." To date, 181 countries around the world, including the US, have established diplomatic relations with China on the basis of the one-China principle.

The one-China principle is the centerpiece of the three Sino-US joint communiqués, and the premise and foundation for the establishment and development of diplomatic relations between China and the US. In 1979, the US made a clear commitment in the Sino-US Joint Communiqué on the Establishment of Diplomatic Relations that "the United States of America recognizes the Government of the People's Republic of China as the sole legal Government of China" and "within this context, the people of the United States will maintain cultural, commercial and other unofficial relations with the people of Taiwan". The US Congress, as part of the US Government, is obliged to strictly follow the one-China policy of the US Government and not engage in any official interactions with China's Taiwan region. Pelosi is the incumbent Speaker of the US House of Representatives, and ranks second in the US presidential line of succession. Her visit to Taiwan, in whatever form, under whatever pretext and at whatever time during her tenure, would be a serious violation of the one-China policy as committed by the US Government, mark a major political provocation upgrading the official interactions and substantive relations between the US and Taiwan, and signal connivance and support for "Taiwan independence" separatist forces.

The Taiwan question is the most important, most central and most sensitive matter in China-US relations. Right now, the Taiwan Strait is facing a new round of tension and serious challenges. The fundamental reason lies in the repeated efforts of the Taiwan authorities and the US side to change the status quo. The Taiwan authorities have kept seeking US support for their independence agenda, refused to recognize the 1992 Consensus that embodies the one-China principle, and promoted "de-sinicization" in an attempt to realize "incremental independence". The US side, in an effort to use Taiwan to contain China, has continued to distort, obscure and hollow out the one-China principle, stepped up official interactions with Taiwan, supported Taiwan in developing "asymmetric capabilities", and spread the idea that "the status of Taiwan is undetermined", thus emboldening "Taiwan independence" separatist activities. In the face of these moves, China will not sit idly by and will have to make legitimate and necessary responses.

The position of the Chinese Government and people on the Taiwan question has been consistent. To resolutely safeguard the sovereignty and territorial integrity of the country represents the unbending will of the more than 1.4 billion Chinese people. To realize the complete reunification of the motherland is the common aspiration and sacred obligation of all Chinese sons and daughters. The will of the people is not to be defied. Those who play with fire will perish by it. The Chinese side will take resolute and forceful measures to uphold China's sovereignty and territorial integrity. All the consequences arising therefrom must be borne by the US side and "Taiwan independence" separatist forces.

The Taiwan question is purely China's internal affair. No other country, including the US, has the right to act as a judge on the Taiwan question. We will continue to urge the US side to stop playing "the Taiwan card" against China, stop meddling in Taiwan affairs and China's internal affairs, stop supporting or conniving at "Taiwan independence" separatist forces in any form, and stop distorting, obscuring or hollowing out the one-China principle. The US side must honor the one-China principle and the provisions in the three Sino-US joint communiqués with concrete actions, truly act in line with the "five noes" commitment made by the US leader (not seek a "new Cold War"; not seek to change China's system; the revitalization of its alliances is not against China; not support "Taiwan independence"; and not look for conflict with China) , uphold the bigger interests of China-US relations and cross-Strait peace and stability, and not go further down the wrong and dangerous path.

The one-China principle is the prevailing consensus of the international community and a widely-accepted basic norm in international relations. It is also the political foundation of China's relations with other countries and organizations. It is hoped that other parties would earnestly respect China's core interests and major concerns, abide by the one-China principle, be prudent in words and actions relating to the Taiwan question, not be led astray by others, and not echo or cooperate with a certain country's wrong strategy of using Taiwan to contain China.
